Mission Bhumiputra is a new digital effort launched by the Government of Assam to apply online Caste Certificate 2022 to students digitally. The Chief Minister of Assam, Dr. Himanta Biswa Sarma launched the Mission Bhumiputra Portal on the Srimanta Sankaradeva Kalakshetra in Guwahati on 1st August under the Department of Welfare of Plain Tribes and Backward Classes for issuing caste certificates to students through digital means, which will simplify the process and take forward the government’s endeavour of easing public service. Now onwards, students may submit online applications for Scheduled Caste Certificate (SC), Scheduled Tribe (Hills) Certificate(ST), Scheduled Tribe (Plains) Certificate, and OBC/MOBC Certificate through the Mission Bhumiputra portal.

Eligibility Criteria of Mission Bhumiputra:
- According to the Indian constitution, the applicant must be an Indian citizen.
- The applicant must be an Assam permanent resident.
- Applicants must be from Assam and fall under one of the following categories: SC, ST, OBC/ MOBC.
Major components of Mission Bhumiputra:
Single Application:
To provide a standard and easier method for issuing caste certificates, a single application form would be utilised for all castes.
Transparent, Digital & Fast Application Process:
- Under the IT Act, the certificates will be available in the Digi Locker and will be digitally signed by the relevant Deputy Commissioners.
- If the father’s caste certificate is enclosed and verified, the certificate will be provided immediately.
- If an investigation is needed, it must be completed within 30 days and may be extended by additional 15 days in extreme situations with proper cause.
- All certificates issued will have their details made public.
Special Drive:
- A concentrated effort would be made to produce caste certificates.
- Students in Classes IX-XII will be provided in the initial years.
- The format for applications for caste certificates will be sent by Deputy Commissioners to educational institution heads.
- Principals/headmasters will issue certificates.

- First, you must register yourself by clicking on the New Account option to apply online cast certificate.
- Fill up the required original data in the Registration Form.
- After successful registration, Login with your Username and Password.
- Fill out the application form completely and accurately.
- After that, you have to upload a scanned copy of your documents.
- After all of that, you’ll be able to submit your application.
- After submitting successfully, you will receive an acknowledgment copy; keep this for future reference.

Candidates must upload scanned copies of the following documents:
- Applicant’s Passport Photo.
- Proof of Date of Birth any of the below:
- Birth certificate
- Aadhaar card
- PAN card
- Admit card issued by any recognised board of the applicant
- Proof of Residence any of the below:
- Permanent Resident Certificate
- Aadhaar Card
- Land Document
- Electricity Bill
- Ration Card of Applicant or Parent
- Father’s caste certificate OR recommendation from an authorised caste/tribe/community organisation as certified by the state government
- Any other document (Voter List, Govt. issue I card, Affidavit, Existing Caste Certificate, Identity Card etc.)
